Dakar Launches Sub-Saharan Africa’s First Fully Electric BRT System

The launch of Dakar’s bus rapid transit (BRT) system marks a major milestone for public transport in West Africa. As the first fully electric BRT deployed at this scale in sub‑Saharan Africa, the project supports both Senegal’s national sustainable mobility strategy and a broader global shift toward high-performance, energy‑efficient, data‑driven mass transit solutions.

Operated by Dakar Mobilité, the network is built on a suite of integrated intelligent systems, with the NAVINEO CAD/AVL system—developed by Systrans, a company of Equans—at its core.

Today, this project serves as a reference for transport authorities, operators, and funders involved in developing high-capacity transit networks in dense urban environments, particularly across sub-Saharan Africa.

 

A transformative project for mobility in Dakar

The Senegalese capital is marked by high urban density and significant commuting flows between the northern suburbs and the Plateau, the city’s main socioeconomic center. Before the BRT entered service, these trips could take up to an hour and a half for just 18 kilometers.

Today, the 18‑km BRT corridor runs on dedicated infrastructure and serves two complementary service patterns:

  • A local line that stops at every station for comprehensive corridor coverage

Three semi-express lines designed to reduce travel time with limited stops for faster tripsThe fleet includes 121 articulated 18‑meter buses offering high capacity and peak‑hour frequencies of around two minutes at major stations—expected to improve as the network scales. Total end‑to‑end travel time has been reduced to 45 minutes, cutting journey times significantly between Guédiawaye and downtown Dakar by half.

A performance‑driven institutional framework

The project is part of the State of Senegal’s sustainable urban mobility plan, centered on mass transit networks (BRT and TER) as the backbone of the public transport system.

The State financed the major infrastructure and entrusted operations to a private operator under a 15‑year public service delegation.

Dakar Mobilité is responsible for:

  • Acquiring the vehicle fleet
  • Deploying the operating systems
  • Operating and maintaining the transport system under a performance‑based contract grounded in measurable indicators

Why NAVINEO: reliability, interoperability, and system maturity

NAVINEO was selected following an international tender that attracted leading market players. The technical evaluation emphasized:

  • The overall robustness of the solution
  • Its proven reliability in networks requiring high service‑continuity
  • Its ability to seamlessly integrate into complex ecosystems combining operations, energy, passenger information, and supervision

NAVINEO is well‑known for the stability of its software architecture, its ability to seamlessly support multi-operator environments, and its proven performance in high-capacity transit systems.

 

A fully supported deployment from start to finish

Implementation of the NAVINEO CAD/AVL system began in 2022, long before full infrastructure availability. Systrans teams mobilized early to prepare technical integration, working closely with Dakar Mobilité on architecture, interfaces, and operational readiness.

From October 2023 onward, operational deployment accelerated in a context marked by a variability in the infrastructure delivery schedule and the progressive ramp‑up of the bus fleet, delivered in successive batches

Systrans teams handled the:

  • Installation of onboard equipment as buses were delivered
  • Integration of radio systems, servers, and the control center
  • Testing phases
  • Staff training
  • Support during the commercial launch in May 2024

Cheikh Yatt Diouf, CEO of Dakar Mobilité, highlights the nearly two‑year continuous support, structured by regular contractual reviews and monthly follow‑up meetings, which helped secure project delivery in a rapidly evolving environment.

 

Advanced integration of electric buses and radio systems

Dakar’s BRT system now stands as a major regional benchmark thanks to the integration of full-scale electric bus management within the NAVINEO system—unprecedented at this scale in sub‑Saharan Africa.

NAVINEO interfaces with the charging stations and the charging management system, enabling the central control center (PCC) to:

  • Access real‑time vehicle state‑of‑charge
  • Determine whether a bus has enough autonomy to complete its trip or requires charging
  • Incorporate energy constraints into operational regulation

Another key innovation: hybrid radio communication. The system combines:

  • A private digital TETRA network ensuring security and service continuity
  • 4G connectivity providing redundancy and flexibility

Five radio sites were strategically deployed along the corridor to ensure seamless, continuous coverage across the entire network. Supervision is structured by geographic sector—rather than direction of travel—strengthening operational visibility and centralized network control. Because voice communication is critical to bus coordination and real-time incident response, the system was engineered to meet an ultra-reliable standard, ensuring consistent, mission-critical connectivity at all times.

 

A pilot experience with regional reach

From the start, the project was designed as a scalable pilot. It has since attracted strong interest from several West and Central African countries, supporting the wider adoption of proven sustainable mobility models combining dedicated infrastructure, operating frameworks, ITS solutions, and capacity‑building.
